If I felt I had a realistic chance to find that hard drive in a landfill, I don’t think I’d let a city council decision to give me the go-ahead to search for it.

Get fined if you you do get caught.
Let the guy with the tractor say you’re in his way if that comes to pass. Who cares. Get it done if you think you have a reasonable chance; and have all your inoculations in place for digging in literal crap.

All this talk of landfills and inoculations reminds me, for some reason, of Knoxville in his skit “Poo Cocktail”.
He literally calls the Department of Health (or similar) to ask if he needs any inoculations prior to being launched in the air in a porta-potty.
Funniest and yet most effed thing I ever saw on TV.
