I can’t tell you how many times I’ve hear the “hair” sealed thingy.
One would think after that many times these graders would wear hair nets like a clean room or something.
Gotta love monopolies - they go above and beyond to take care of their customer base 
FYI that is a manufacturing defect present in a LOT of early SiKtC issues. I don’t think they really addressed the defects with the printer until the interior tears started happening with issue 12. I’ve seen plenty with that mark still get a 9.8, so that may not be the only reason why you got a 9.6.
Could be, I was fine with the grade on that one.
