There’s a store in the UK selling bundles of 10 that I think they sourced from a shop in the US, which makes me assume there will be a lot of copies available, and certainly doesn’t align with there only being 15,000 copies in NA.

They should state only facts. Does Marvel even decide when allocation occurs and who gets what? I would think it’s Diamond or Penguin.
I think it was Diamond that said they would honor all orders placed by 1/11, correct? Maybe they ordered From Penguin, and they are doing something different?
Either way, not a factual statement. More likely “we didn’t get out orders in by the deadline.” Or “we are holding back copies to make more profit than to what we’d make on selling it to you, despite losing future revenue from new customers.”

As being new to FOC ordering is this common in the industry or is it just a few bad apples trying to turn a quick profit?
They do this with every hot book?
I’m saying the swarm of people who saw it available for open order and no limits pretty much past FOC or close near it…
I’m just pleased I can add “Dominator” to the rest of my fairly mundane titles. I like the ring of it.

It’s not an “all the time” thing but it does happen and seems to be on the rise. And this seller in particular, I’m not sure if anyone here had ordered from before or not. A small biz versus an established dealer.
To add to what @enabler said, there are certainly some retailers who do this on a fairly regular basis. There is one retailer in particular I have never gotten a hot book from no matter how early before FOC I have placed orders.
