Yes, most major studios who spend that much normally don’t just scrap them. Maybe they felt it was still destined to lose money because if they weren’t finished, were already over budget already, we’ll never know unless they share actual insight of why. There’s probably a lot more going on behind the scenes than they’ll ever tell us.
Don’t be mistaken. It’s all about the money.
They clearly thought it would bomb so bad the revenue made would be less than the money needed to get it into theaters. Or they would negatively effect reputation such that future movies would also be impacted. Likely more the former.

It’s pretty bad but they were aiming for that Tim Burton Batman89, Batman Returns feel and it looks like some 1989 costuming.
I like it, it looks like someone whipped it up in an actual workshop. Not some perfect CG thing.
I thought it was scarecrow.
