Are we sure this is an artist being lazy? It seems possible that an artist would do a series that are similar but feature different characters. Think of the Alex Ross headshots. But, maybe Marvel didn’t pick up the whole series? So, there were a few characters that weren’t used?
I’ll agree that this isn’t a great cover. I’m not sure how these shops make any money on these. The buy-in isn’t cheap, and even selling 800 copies of these seems REALLY unlikely, even if they were $15 a pop (which they never are now).

That’s why a lot of the shops that focus heavily on exclusives for their business models “share” them with partner shops. Selling 3000, 1000, or even making up a fake run and selling 800 of a cover is a lot for a Marvel or DC comic. And unless it’s something that blows up or ended up having a first appearance people didn’t know about ahead of time, you’re not going to sell out. But if you take those 3000, or 1000, or fake 800 and split it up between 2, 3, 4, or 5 stores, it’s a lot easier for a shop to have a couple hundred fans who will buy any Spider-Man exclusive, or any exclusive by an artist who does covers for that shop. And when each shop pays for 300, it’s a lot easier to make a profit.
And if it’s a big Marvel comic that has a 1:10, 1:25, 1:50, 1:100, 1:200, etc. variant then those will often carry enough sales to eliminate all the risk involved. If you look at it, you’ll notice when a big comic has multiple levels of ratios there’s a lot more exclusives that get done, and when a big comic has only a 1:25 (or none) then there’s very few.
the amount of store exclusives a book has is a big deciding factor on weather im going to spec on a book or not, if theres a lot of exclusives than even a 1st app is normally not enough to save the book, at least short term
I do find some of the posts talking about Crain being “finished”, his work now worthless, career over, etc amusing. I don’t condone the behavior (if actually true), but I would also guess there is another side to the story.

Imagine betting your business reputation on a comic cover that is strictly against Marvels rules and backing it and the cover artist up for multiple weeks, then that same dude steals your wife. What a huge L for that dude.
Edit: watched the second video @EdHaskel posted, that is a sad situation and props to him for being able to speak about it on camera. Still a massive L though.

If he thinks losing his wife is bad, 20 years in prison might put the rest of what he has in life in perspective.
Clayton apparently moved to Black Flag’s neck of the woods originally to pursue another woman, Anne. He left his wife and kids to pursue Anne and broke up her relationship she already had. According to Black Flag’s owner, Clayton’s plan was to use Anne as “his muse”, tattoo Clayton’s name on Anne, and run around Europe acting like some basic art school loser painting Lillies or some other cliche shit.
So …he knows already that Crain is (in his words) the worst person ever and a home wrecker BUT…can turn a blind eye to that cause he’s gonna make him him a whole bunch of BIG CHA CHING!!!
